Site description: East of I-805, on the north side of East "H" St, west of Tierra. Going eastbound, turn left at the light onto Tierra Del Rey. Going westbound, you can turn right directly into the parking lot.
Charger description: Two pedestal chargers in the parking lot near the tire center on the west end of the building.
What to do while waiting: Shop at Costco. Several other stores and small restaurants are within walking distance.

Notes: I've only visited this site twice. The first time, the power was off and it was after hours. It was off again (or still) on my second visit 7 months later -- and both spots were ICEd. I got the tire dept guy to turn on the power, and I checked out both chargers once the ICE cars finally left.
This site is a few miles from the Mexican border, well south of San Diego. The only other nearby charging site is Saturn of National City where the chargers are inaccessible after hours. Be careful to avoid getting stuck without a charge after business hours.
